Specifically, our framework systematically evaluates the presence, function, and legal operationalization of the &#8220;best available science&#8221; within the third generation of Nationally Determined Contributions (NDCs).<\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"gb-element-eae0a74a\">\n<div class=\"gb-element-1afab07e\">\n<h3 class=\"gb-text gb-text-acaf9e77\"><strong>Methodological Pillars<\/strong><\/h3>\n\n\n\n<div class=\"gb-element-d48f2078\">\n<div class=\"gb-element-836d7c7d\">\n<h4 class=\"gb-text gb-text-002f0222\"><strong>Document Analysis<\/strong><\/h4>\n\n\n\n<p class=\"has-text-color has-link-color wp-elements-c117465f769ec57002fe5fba825d13ac wp-block-paragraph\">We conducted a comprehensive, systematic review of the submitted NDCs 3.0 to map out how individual Parties translate scientific consensus into national policy and actionable climate targets.<\/p>\n<\/div>\n\n\n\n<div class=\"gb-element-728271ea\">\n<h4 class=\"gb-text gb-text-69d2d3d4\"><strong><strong>Keyword &amp; Semantic Tracking<\/strong><\/strong><\/h4>\n\n\n\n<p class=\"has-text-color has-link-color wp-elements-ba503be067425a9462f282a22e3381e6 wp-block-paragraph\">The study utilizes specific data tracking to investigate how Parties refer to science. This includes isolating targeted references to the <strong>IPCC<\/strong>, the concept of <strong>&#8220;best available science&#8221;<\/strong> and broader scientific terminology.<\/p>\n<\/div>\n\n\n\n<div class=\"gb-element-422ab3a3\">\n<h4 class=\"gb-text gb-text-6569dcce\"><strong><strong>In-Situ Observation<\/strong><\/strong><\/h4>\n\n\n\n<p class=\"has-text-color has-link-color wp-elements-e176e22866e93ed4df0a3a7e4664bb87 wp-block-paragraph\">Beyond document analysis, our methodology incorporates real-time observation. By attending and monitoring COP30 negotiations, we observed how COP processes function as dynamic science-policy interfaces.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div class=\"gb-element-9e6c55aa\">\n<div class=\"gb-element-53db4f79\">\n<h3 class=\"gb-text gb-text-b551bc8b\"><strong>Three Guiding Questions<\/strong><\/h3>\n\n\n\n<p class=\"has-text-color has-link-color wp-elements-1dbd030987cd79ae2bea60bb78189c82 wp-block-paragraph\">To systematically evaluate how Parties interpret their obligation to submit a science-informed NDCs that reflect the outcome of the global stocktake (Decision 1\/CMA.5), we examined 119 NDCs 3.0 (submitted to the UNFCCC Secretariat by the end of April 2026) using the following three core questions:<\/p>\n\n\n\n<div class=\"gb-element-663683f4\">\n<ul class=\"wp-block-list\">\n<li><strong>How has the Party articulated references to the IPCC?<\/strong><br><\/li>\n\n\n\n<li><strong>Has the Party referenced science?<\/strong> <em>(Including broader notions like &#8220;best available scientific knowledge&#8221; or &#8220;latest information&#8221;)<\/em><br><\/li>\n\n\n\n<li><strong>Has the Party referenced the concept of &#8220;best available science&#8221;?<\/strong> <em>(As required by the Paris Agreement and strengthened by the GST decision)<\/em><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div class=\"gb-element-d2f99c4c\">\n<div class=\"gb-element-16a43f06\">\n<h3 class=\"gb-text gb-text-3c1ff258\"><strong>Categorising IPCC Engagement<\/strong><\/h3>\n\n\n\n<div class=\"gb-element-decf39aa\">\n<div class=\"gb-element-76df6442\">\n<h4 class=\"gb-text gb-text-3e083b6b\"><strong>Substantial Engagement<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Referencing the IPCC to formulate an ambitious mitigation target that responds to the GST outcomes. This includes using the best available science to align national, economy-wide emission reduction targets with a global 1.5\u00b0C trajectory.<\/p>\n<\/div>\n\n\n\n<div class=\"gb-element-321561a6\">\n<h4 class=\"gb-text gb-text-f7412158\"><strong>Partial Engagement<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Referencing IPCC guidelines for greenhouse gas (GHG) accounting, global warming potentials, and inventories, but failing to mention the IPCC in the context of setting an ambitious target or carbon budget.<\/p>\n<\/div>\n\n\n\n<div class=\"gb-element-5b80673a\">\n<h4 class=\"gb-text gb-text-5e6ebb89\"><strong>Minimal Engagement<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Referencing the IPCC without explaining how the scientific evidence actually influenced the submission (for example, isolating references only to footnotes).<\/p>\n<\/div>\n\n\n\n<div class=\"gb-element-cf7cc1a7\">\n<h4 class=\"gb-text gb-text-c2c22111\"><strong>No Mention<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">NDCs 3.0 where the IPCC is not referenced at all.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div class=\"gb-element-3863d1fd\">\n<div class=\"gb-element-12bf41ac\">\n<h3 class=\"gb-text gb-text-949e194f\"><strong>Methodological Limitations<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Our focus rests strictly on the articulation of state practice. We assessed linguistic references to understand how Parties interpret their legal obligations; we did not attempt to validate the underlying scientific information provided or assess the actual, real-world progress of policy implementation.
